Things were going smoothly until the 2008 presidential elections when Obama became president of the United States. There seemed to be a instant change in the policy concerning Yucca Mountain. It probably doesn't help either that the Senate Majority Leader, Harry Reid, is from Nevada and happens to be strongly opposed to the repository.
One minute everything is going fine and then this one event changes the fate of the waste site. I figure it was a deal between Obama and Reid. Support would be given for Obama's health care plan in exchange for the support in making sure Yucca Mountain Repository never opens.
